I have a 15' "Whaler" with a 50 H.P. on the back, pretty close to the specs that you gave, I would have to say about 18 MPH or less, depending on conditions and gear, my boat is rated for 5 people, I had 5 on it once (assisted. USCG), It will hold 5 people, 4 is better, 3 is comfortable, 2 people you can rip around the Bay very fast, It's a small boat, and although very stable and safe even w/ 5 people, it is wt. sensitive, If I had to put 5 people in a small boat, I would definitely want it to be a "Boston Whaler", It's built like a truck, and has closed cell flotation throughout the hull, so if it swamps, or flips, it turns into a big surfboard, and won't sink ! ALWAYS wear your "PFD" !
